The Netherlands is Europe's largest bell pepper exporter by value, producing approximately 350,000 tonnes annually in heated glass greenhouses. Dutch peppers command the highest retail prices globally due to consistent size, colour, and flavour. Spain (Almería and Murcia regions) is Europe's largest outdoor/semi-outdoor producer, exporting heavily during the Spanish season (October–June). Mexico is the primary supplier to the US and Canadian markets. Israel exports to European markets during the European winter gap. Turkey and Morocco export lower-cost volumes to European markets.

Green bell peppers are unripe; red, yellow, and orange are fully ripened — hence the price premium. Red peppers: highest lycopene and beta-carotene content; highest retail price. Yellow/orange: sweet flavour, premium retail positioning. Green: most economical, standard in food-service and processing. Elongated/pointed peppers (Romano-type, Ramiro, Piquillo): premium snacking and gourmet segment. Mini/snacking peppers: fastest-growing retail segment. Size grades (EU): Extra class (>60 mm equatorial diameter), Class I (>55 mm), Class II (>40 mm). Dutch greenhouse peppers typically all Extra or Class I.

UNECE Standard FFV-28 governs sweet pepper (capsicum) quality grades in European markets. EU MRL Regulation 396/2005 applies; peppers are a high-risk crop for MRL exceedances — common substances flagged in RASFF: acrinathrin, chlorpyrifos, dimethoate, spinosad. GLOBALG.A.P. is mandatory for European retail; Dutch greenhouse peppers additionally hold MPS-A or MPS-SQ environmental certification. ISO 22000 and BRC/IFS are standard for pack-house operations. For organic peppers: EU Reg 2018/848 (EU) or USDA NOP (US).
