The industry is concentrated in Sumatra (Riau, North Sumatra, South Sumatra, Jambi) and Kalimantan (West, Central, East Kalimantan), with smaller production in Sulawesi and Papua. The industry is overseen by the Ministry of Agriculture and the Ministry of Trade, with the BPDPKS (Badan Pengelola Dana Perkebunan Kelapa Sawit — the Indonesian Palm Oil Plantation Fund Management Agency) managing the CPO export levy system that funds biodiesel subsidies and smallholder support.
Export structure: Indonesia applies a progressive export levy and export tax on CPO and derivative products. The levy rate varies with CPO price (typically USD 33–175/tonne for CPO, with lower rates for more processed products like RBD olein). This structure has deliberately incentivised domestic refining and the export of refined grades rather than CPO. As a result, the majority of Indonesian palm oil exports are now in the form of RBD palm olein, RBD palm stearin, and PFAD rather than crude. Additionally, Indonesia's B35 biodiesel mandate (mandatory blending of 35% palm-derived biodiesel into diesel fuel) absorbs approximately 10–13 million tonnes of CPO equivalent per year domestically, reducing available export volumes.
