Paper and board packaging overview: substrates and applications

Paper and board packaging is the largest packaging segment by volume globally — driven by corrugated shipping boxes, retail folding cartons, and paper bags. The main substrate categories are: corrugated board (two or more flat linerboard sheets bonded to a fluted corrugated medium — used for shipping boxes, retail-ready packaging, and protective transit packaging); solid bleached sulphate (SBS) board (the premium food-grade cartonboard used for folding carton food and pharmaceutical packaging); folding boxboard (FBB) and greyboard (GD2) (coated boards used for food and consumer goods cartons); kraft paper (strong unbleached paper used for bags, sacks, wrap, and multiwall bags); and moulded pulp (recycled fibre moulded into tray and insert shapes for product cushioning and food service). FSC (Forest Stewardship Council) certification is the primary sustainable forestry certification for paper and board packaging — required by most major retail and brand-owner buyers for paper and board packaging materials. PEFC is an alternative sustainable forestry scheme. EU regulations require EPR (extended producer responsibility) obligations for paper packaging placed on the European market, and recycled content is increasingly specified in retailer packaging guidelines. For food-contact applications, paper and board packaging must comply with national food contact regulations — in the EU, many member states have national measures; EU framework regulation 1935/2004 applies and there is ongoing work on a harmonised EU measure for paper and board food contact materials.
