China is the world's largest consumer of edible vegetable oil, accounting for approximately 30 million tonnes annually. Soybean oil is the most consumed oil (approximately 40% of total consumption), followed by palm oil (approximately 20%), rapeseed oil (approximately 17%), peanut oil, cottonseed oil, and sunflower oil. The majority of soybean oil consumed in China comes from domestic crushing of imported soybeans — China imports approximately 100 million tonnes of soybeans annually, predominantly from Brazil (approximately 65%) and the USA (approximately 25%), crushed by domestic processors in major port cities (Tianjin, Dalian, Qingdao, Shanghai, Guangzhou, Zhanjiang). Palm oil is imported in refined, bleached, and deodorised (RBD) form primarily from Indonesia and Malaysia. The dominant edible oil companies in China are COFCO (state-owned, controlling major brands including Fortune/Fulinmen) and Wilmar International (operating through its China subsidiary, owning the Arawana/Jinlongyu brand — China's top-selling cooking oil brand). Foreign suppliers seeking to export food products (including cooking oil) to China must obtain GACC (General Administration of Customs of China) facility registration. This is administered under GACC Order No. 248 and is a pre-requisite for any food product entering China.
How to export cooking oil to China: GACC registration and GB standards
Exporting cooking oil to China requires compliance with a specific set of Chinese regulatory requirements: GACC facility registration — the foreign production facility must be registered with GACC (General Administration of Customs of China) before any product can be exported to China. Registration is applied for by the competent authority in the exporting country, not by the company directly. GB 2716-2018 is the mandatory food safety standard for edible vegetable oils in China, covering microbiological limits, contaminant limits, and additive restrictions. GB 5009 series covers analytical methods. For cooking oil labelling in China, GB 7718 (general standard for food labels) and GB 28050 (nutrition labelling) apply. Chinese labels must declare: specific oil type, production date, shelf life, storage conditions, and Nutrition Facts in the GB 28050 format. Phytosanitary certificates, health certificates from the exporting country's competent authority, and Bill of Lading/commercial invoice documentation are required for customs clearance at Chinese ports. China Customs applies the Harmonised System code and China-specific tariff rates; soybean oil and palm oil imports may be subject to additional safeguard tariffs depending on current trade policy.
