France cultivates approximately 3.5–4.5 million tonnes of rapeseed annually, primarily in the northern and central agricultural regions: Centre-Val de Loire and Île-de-France (Bassin Parisien agricultural heartland), Grand Est (Champagne-Ardenne and Alsace), Normandy, Hauts-de-France (Picardy and Nord), Burgundy-Franche-Comté, and Nouvelle-Aquitaine (with significant rapeseed in Charente-Maritime and Deux-Sèvres). French rapeseed is exclusively non-GMO winter rapeseed — France has not approved GM rapeseed cultivation, maintaining non-GMO status for all French rapeseed oil. France's most distinctive feature in the global rapeseed oil market is the Port of Rouen (Port-Rouen Métropole, Seine estuary, Normandy) — Europe's largest river port and one of the world's largest grain and oilseed export terminals. The Rouen port complex handles approximately 8–10 million tonnes of agricultural commodities annually, with dedicated vegetable oil tanker berths at the Port of Rouen's Petit-Couronne and Grand-Couronne terminal zones. Major processors co-located near Rouen include Saipol (subsidiary of the Avril Group — one of France's largest rapeseed crushers, with a major plant at Grand-Couronne, Rouen area), Cargill France (Baupte and other locations), Bunge France (Dieppe, Normandy coast), and Soufflet Group (Nogent-sur-Seine). Avril Group (formerly Sofiprotéol) is France's dominant domestic agro-industrial group in the oilseed sector. Saipol (Avril subsidiary) operates France's largest crushing capacity and markets refined rapeseed oil under the Lesieur brand (France's best-known consumer oil brand) as well as bulk and industrial grades. France's rapeseed oil is used domestically (food manufacturing, food service, biodiesel), with exports flowing primarily to UK, Germany, Belgium, Netherlands, and African/Middle Eastern markets via Rouen.
