Turkey is one of the world's top sunflower oil producing and exporting countries, ranking consistently among the top five global exporters. The Thrace region — specifically the provinces of Edirne, Tekirdağ, Kırklareli, and parts of Istanbul province — is the heartland of Turkish sunflower cultivation and processing. Major Turkish sunflower oil producers include Türkşeker, Kırklareli-based cooperatives, and privately-owned refineries processing both domestic and Black Sea imported sunflower seed. Turkish sunflower oil is exported across a broad geographic range: the EU (Germany, Italy, Netherlands, Poland); Middle East and GCC (Saudi Arabia, UAE, Egypt); North Africa (Libya, Algeria, Tunisia); Central Asia (Uzbekistan, Kazakhstan, Turkmenistan); and West Africa. Turkey's geographic position — at the junction of Europe and Asia, with Black Sea, Aegean, and Mediterranean coast access — gives Turkish refiners logistical advantages in both sourcing (from Ukraine/Russia via the Black Sea or Türk Akımı pipeline alternative) and distribution. Turkey is also a significant producer of hazelnut oil (a by-product of its world-leading hazelnut industry in the Black Sea region around Trabzon and Giresun) and corn oil.
Certifications and compliance requirements for Turkish cooking oil exports
Turkish cooking oil exporters operate under a well-established certification and quality framework. Key certifications that Turkish exporters typically hold: TSE (Turkish Standards Institution) quality mark — the national standard body equivalent to DIN (Germany) or BSI (UK); TÜRKAK-accredited Halal certification — important for exports to GCC, Middle East, North Africa, and Southeast Asia; ISO 22000 or FSSC 22000 food safety management system — required for EU retail and food manufacturing buyers; IFS Food or BRC Global Standard — required for export to German and UK retail markets respectively; and ISCC (International Sustainability and Carbon Certification) for renewables/sustainability claims if relevant. For EU exports: Turkish sunflower oil exported to the EU is subject to EU Regulation 1169/2011 labelling requirements and must meet EU maximum residue levels (MRLs) for pesticides. Turkey has a Customs Union agreement with the EU that covers industrial goods but does not fully cover agricultural commodities; edible oil exports from Turkey to the EU face standard EU Common Customs Tariff unless product-specific arrangements apply under the EU-Turkey Customs Union framework.
