Key Sourcing Considerations
Minimum Order Quantities
Finished cosmetics and skincare: 200–1,000 units per SKU from most manufacturers. Private label (your brand, their formula): typically 200–500 units minimum. Custom formulation development: usually requires 500–2,000 unit commitment for development cost recovery. Supplements and vitamins: typically 1,000–5,000 capsules/sachets per SKU minimum. Natural oils and raw beauty ingredients: often 5–25 kg minimum, sold by weight.
Compliance & Certifications
EU: All cosmetic products must be notified via CPNP (Cosmetic Products Notification Portal) by an EU Responsible Person before sale. A Product Information File (PIF) including safety assessment, formulation, and labelling must be held. The EU Cosmetics Regulation (1223/2009) bans 1,300+ ingredients. UK: Similar requirements under UK Cosmetics Regulation; notification via SCPN (Submit Cosmetic Product Notification). For supplements: EU Food Supplements Directive and UK equivalent apply. For medical devices: EU MDR (Medical Device Regulation) 2017/745 — a completely separate and strict framework.
Shipping & Lead Times
Most beauty products ship by air freight due to short shelf lives, high value-to-weight ratio, and time-sensitive retail launches. Some cosmetics contain alcohol or flammable solvents — these are classified as dangerous goods (Class 3) and require special packing and documentation for air or sea freight. Natural oils, plant extracts and bulk raw ingredients typically ship by sea freight (LCL/FCL). Check temperature sensitivity — some actives degrade above 25°C.
Buyer Tips
Request a complete Safety Data Sheet (SDS) and full ingredient INCI list for any cosmetic product before ordering. Verify that your supplier holds the required safety assessment from a qualified cosmetic safety assessor. For private label, request a Certificate of Analysis (COA) for every batch with key quality parameters (pH, viscosity, microbial counts). Never import cosmetics without first ensuring your EU or UK Responsible Person notification is complete.
Frequently Asked Questions
What is a Responsible Person for EU cosmetics and do I need one?
Yes. The EU Cosmetics Regulation requires every cosmetic product placed on the EU market to have a named "Responsible Person" established within the EU — either the manufacturer (if EU-based), the importer, or an appointed EU representative. The Responsible Person is legally responsible for regulatory compliance, including CPNP notification, the Product Information File (PIF), and market surveillance. As a UK-based importer selling into the EU, you need to appoint an EU-based Responsible Person or work through an EU-established entity.
How do I know if a cosmetic ingredient is banned in the EU or UK?
The EU Cosmetics Regulation Annex II lists 1,300+ prohibited substances, Annex III lists restricted substances, and Annexes IV/V/VI list permitted colorants, preservatives and UV filters. Cross-check your INCI ingredient list against these annexes. The SCCS (Scientific Committee on Consumer Safety) opinions are published on the EU website. Your supplier's safety assessor should have done this for their formulation — request the safety assessment report.
Is Halal certification important for beauty products?
Yes, for Muslim markets. Halal certification covers the absence of porcine derivatives, alcohol (as solvent), and other prohibited substances. For buyers selling into UAE, Saudi Arabia, Malaysia, Nigeria or other markets with significant Muslim populations, Halal certification from a recognised body (IFANCA, ESMA, JAKIM for Malaysian market) significantly expands your selling ability. South Korean beauty brands often hold Halal certification for ASEAN market access.
What labelling is required for cosmetics in the UK market?
UK cosmetic labels must include: product name, list of ingredients (in INCI format, descending concentration order), net content, best before or period after opening (PAO symbol with number of months), name and address of the UK Responsible Person, country of origin (for non-UK products), any special precautions and warnings, function if not obvious from the product name. Language: English. Label must be permanent and legible.
Can I import K-beauty (Korean beauty) products to sell in the UK?
Yes. Korean cosmetics are popular in the UK and many Korean manufacturers have EU/UK export experience. You will need to either: (a) act as the UK Responsible Person yourself — requiring you to hold the PIF and submit SCPN notification, or (b) work with a UK importer who already handles the regulatory role. Many Korean suppliers have EU-based partners who can support UK market entry. The product label will need to be adapted for UK compliance including English language requirements.
